Riser lives through the experience of the change from a Constitutional Republic in the United States to a new form in America. There are no more individual states. There is no Bill of Rights. The executive, legislative and judicial branches of government have been transformed into a government where individual rights have been abolished. The state is all powerful and is compelled to begin more severe methods of subjugation in the effort to maintain control. The purpose is to secure power while using the notion of doing what is for the greater good of all. The party leadership benefits the most while many people suffer the consequences, economic and even death. Naturally some people rise up to revolt against so much control. The contest is then between the massive government with most of the resources and those who fight against being controlled and who desire another revolution to reclaim rights and throw off tyranny. Riser is one man caught between knowledge and conscience, love and contempt, peace and war. He is symbolic of many whom when pressed, acknowledges the truth of compassion and freedom versus cruelty and enslavement. The novel mirrors the German experience of the thirties. The frightening thing is that no society is immune to such a possibility-calamitous change based on political expediency and consequently, its failure.
